Recently, the preliminary approval procedures for the Husiliang Coal Mine project of China Shenhua’s Hangjin Energy achieved a significant breakthrough, with the project officially incorporated into Erdos City’s “15th Five-Year” development plan. Focusing on the core objective of securing approval for the mining rights separation application documents, Hangjin Energy has continuously deepened coordination between the enterprise and local government, steadily advanced the review of special reports and the optimization of development and design schemes, and successively obtained multiple key approvals, thereby completing the entire compliance chain for the project. This lays a solid foundation and builds momentum for future development and construction, enabling the enterprise to achieve high-quality growth.
Hangjin Energy has adhered strictly to the established timelines, refined task lists, clarified divisions of responsibility, assigned dedicated personnel for end-to-end tracking and supervision, and systematically addressed bottlenecks in the approval process. In response to practical challenges such as the extensive geographical coverage of the mining field and the protracted approval chain, a dedicated task force proactively engaged with competent authorities at all levels, individually coordinated with 32 relevant departments including energy, water resources, and transportation, and maintained regular communication and document submissions, facilitating the orderly issuance of various comments and approvals. Concurrently, basic survey work of the mining field and the preparation of technical plans were advanced, with multiple tasks carried out in parallel to accelerate progress. Comprehensive monitoring of soil and water quality across both the Ta Ran Gao Le and Husiliang mining areas was completed, accurately establishing the baseline ecological and environmental data for the mining region. The ecological restoration plan for the mining area was compiled with science-based approaches and submitted, ensuring compliance with environmental protection requirements. At the same time, technical quality has been rigorously controlled, with design units supervised to continuously refine development technical solutions. Proactive engagement with the Geological Survey Institute of Inner Mongolia Autonomous Region was undertaken to organize special reviews, vigorously advancing the reserves verification report and mining plan through expert evaluation. The campaign has achieved landmark approvals in succession: on March 11, the review opinion and filing response for the reserves verification report were obtained; on June 2, the review opinion for the mining plan was secured. The completion of these two core documents signifies substantial and critical progress in the approval of the mining rights separation application for the two mining fields.
With the ultimate goal firmly in view, Hangjin Energy will maintain its proactive attitude, further clarify responsibilities, refine implementation measures, and concentrate efforts on securing the review and approval of the Ecological Restoration Plan for the Mining Area so as to drive forward with full determination to complete all formalities for the mining rights separation.
