Recently, the 4-million-tonne-per-year carbon capture, utilization, and storage (CCUS) demonstration project of CHN Energy Jinjie Company successfully obtained the Construction Project Planning Permit issued by the Administrative Committee of Shenmu High-Tech Industrial Development Zone, providing a solid guarantee for the project's compliant construction while ensuring its legal and regulatory compliance throughout the construction phase.
Located within the plant area of the Shenmu High-Tech Industrial Development Zone in China's energy golden triangle region, the 600-MW-level Key Technology Research and Engineering Demonstration Project of 4-Million-Tonnne-Class Full-Flue-Gas CCUS for Coal-Fired Power plans to construct carbon capture facilities and auxiliary systems, with the overall project being implemented steadily in two phases. Upon full completion, the project will achieve an annual CO? capture capacity of 4 million tonnes, with Phase I and Phase II each contributing a capture capacity of 2 million tonnes per year.
To ensure full legal and regulatory compliance throughout the project's construction and operation, the project team established a preliminary approval and acceptance document checklist and formed a dedicated team in the early construction stage. This team coordinated with government authorities, such as the Administrative Committee of Shenmu High-Tech Industrial Development Zone and the Shenmu Natural Resources Bureau, and established an efficient communication mechanism. Through proactive engagement and close cooperation with relevant departments, the team successfully completed the government approval for a series of construction permits within seven months, including the project site selection opinion, land use planning permit, and construction project planning permit, laying a solid legal and institutional foundation for the project's smooth advancement.
