Recently, a new shipment channel for China Shenhua coal via the Huanghua-Dajiawa Line and Ligang Railway to Dongying Port was officially launched. The voyage of the vessel “Huajiang 10-2612” completed loading at Dongying Port, marking yet another important rail-sea intermodal corridor established by China Shenhua in the Bohai Rim region and signaling a further optimization and upgrade of the “north-to-south coal transportation” layout along the eastern coast.

Guided by its integrated operational development strategy, the Trading Group’s Shandong Marketing Center of the North China Company, has capitalized on the advantages of regional railway trunk lines, designating Dongying Port as a key pillar for expanding coal shipment and alleviating throughput pressures on major ports. Faced with multiple challenges including discrepancies in dispatching policies between China Shenhua’s self-owned railways and local trunk lines, coordination difficulties among multiple operating entities, and the risk of quantity and quality fluctuations in coal during short-haul transshipment, the center proactively assumed responsibility, mobilized resources across various business units, and established a regular multi-party coordination mechanism. It convened several fact-finding and consultation meetings with operating partners such as Huanghua-Dajiawa Railway, Ligang Railway, and Dongying Port, systematically reviewed railway tariffs and port handling charges, and meticulously finalized specific cooperation terms, thereby promptly resolving communication gaps and operational bottlenecks. The center coordinated with all relevant parties to repeatedly align on critical matters including operating standards, storage zoning, and settlement procedures; comprehensively reviewed railway routes, truck short-haul corridors, air-supported membrane storage yards, and the operational details and interface points of loading and unloading equipment; and put in place comprehensive management systems covering operations, safety, and financial settlement. To mitigate transshipment risks, the project innovatively adopted a “zero-ground-contact coal transfer model”, utilizing vehicle seals, full-site video surveillance, multi-point sampling and testing, and full-process ledger traceability to establish a robust defense line for coal quantity and quality control.

The official commissioning of this coal shipment channel at Dongying Port represents a critical step for the company to strengthen its coal transport network and enhance its energy supply assurance capabilities. It further refines China Shenhua’s coastal coal transportation network in the eastern region, extends the southward corridor for coal originating from Shanxi, Shaanxi, and Inner Mongolia, and provides solid energy support for safeguarding national energy security and fostering high-quality regional economic development.
