On October 19, the Guoneng e-procurement intelligent unmanned review system (Phase-II) developed by China Energy Materials Company was officially launched, realizing the full coverage of the intelligent review of non-bidding procurement projects related to materials, engineering and services, marking an innovative achievement made by the company in the field of smart procurement.
The Guoneng e-procurement intelligent unmanned review system is the first of its kind that has been put into commercial use in China’s non-bidding procurement. Since the launch of the first phase of the system in November 2022, a total of 48,903 non-bidding procurement projects have been successfully operated, with an accuracy rate of more than 97%. The company has continued to promote the development and application of the system. By deeply integrating artificial intelligence (AI) technologies such as graphic recognition, image table element extraction, and natural language processing, it has explored a successful path of using AI technology for comprehensive review of non-bidding procurement projects, overcome the most difficult barriers of intelligent review in the procurement process, greatly reduced the review workload and procurement transaction costs, and promoted fairer, higher-quality, and more transparent and efficient procurement. This system serves as a successful example and reference for the development of intelligent procurement review in China.
