Guoyuan Electric Power Led Draft of Industry Standard, Filling the Implementation Gap in Thermal Power Safety Standardization

Recently, the power industry standard Implementation Specification for Work Safety Standardization of Coal-Fired Power Generation Enterprises (DL/T 3006-2025), led by China Shenhua’s Guoyuan Electric Power, was officially issued by the National Energy Administration. As China’s first industry-level implementation specification dedicated exclusively to work safety standardization in coal-fired power generation enterprises, the standard effectively fills the gap in detailed implementation rules for work safety standardization in China’s thermal power sector, ushering in a new phase of standardization, meticulous, and systematic establishment for the nation’s coal-fired power safety management systems.

In response to critical industry challenges, Guoyuan Electric Power, based on its extensive operational expertise in thermal power safety management, took the initiative to assemble a cross-industry and cross-regional team for standard compilation. This team, comprising experts from leading domestic power generation groups, electric power safety research institutes, and frontline thermal power generation personnel, conducted comprehensive research and validation. By thoroughly integrating the stipulations of foundational documents such as the Basic Specifications for Work Safety Standardization of Electric Power, the team systematically streamlined the essential modules of thermal power standardization management. They systematically elaborated actionable clauses that are concrete, verifiable during audits, and suitable for internal review. Following multiple rounds of public consultation, expert review, and technical optimization, a specialized implementation specification with broad applicability, robust practicality, and high technical rigor was finalized.

The standard covers core business scenarios in coal-fired power plants, including targets and responsibilities, standardization management, education and training, site management, safety risk rating and control, hidden danger investigation and remediation, emergency preparedness and response, and the management of accidents in power plants. It provides detailed evaluation contents and scoring criteria, thereby offering a definitive and unified technical manual for coal-fired power plants nationwide in standardization development, self-assessment and rectification, and external evaluation.

The company plans to roll out a comprehensive program encompassing standard interpretation and education, hands-on training, and implementation through demonstration. It will first organize its internal coal-fired power plants to benchmark against and implement the new standard, establishing model examples. Concurrently, the company intends to disseminate its practical implementation insights across the broader industry. This initiative is designed to facilitate the precise and effective adoption of the standard’s requirements by coal-fired power generation entities nationwide, thereby reinforcing the foundations of work safety in the power sector. Through this commitment to standardization, Guoyuan Electric Power aims to contribute to the stable and secure construction of new-type power systems and contribute its professional expertise to the pursuit of high-quality, safe development within the energy sector.
