The Ministry of Transport recently released the second list of typical experiences for building a country with strong transportation network, which includes 43 cases. Two practices under the Two-way Heavy-haul Transportation Exploration pilot of China Shenhua, namely Building an Integrated Comprehensive Management and Control Platform for Two-way Heavy-haul Transportation and Developing an Integrated Logistics Service Plan, were successfully included.
In June 2021, the national pilot task Two-way Heavy-haul Transportation Exploration was officially approved. The pilot explored the organizational plans for two-way heavy-haul transportation, facilitating the transportation structure adjustment of freight shift from road to railway, and providing integrated logistics services for central and western regions of China. In 2025, the pilot task of Two-way Heavy-haul Transportation Exploration passed the acceptance review of the Ministry of Transport and was rated as an Outstanding Pilot Task for Building a Country with Strong Transportation Network. The working team received the Zhan Tianyou Railway Science and Technology Award · CHN Energy Special Award · Heavy-haul Transportation Science and Technology Award.
Since the implementation of the pilot task, China Shenhua has adhered to the strategic positioning of building a multi-functional, comprehensive and modern energy transportation corridor. By fully leveraging the pilot task, it has innovatively proposed the regular reverse transportation organization model for heavy-haul railways and the logistics cluster development model for the new era. These initiatives have formed an integrated two-way heavy-haul transportation plan covering railway, port and shipping operations, enhancing its service capabilities. Currently, the regular operation of two-way heavy-haul transportation network covering three rail lines, with Huanghua, Tianjin and Longkou as the key hubs, and achieve an annual freight volume of bulk cargo under the road-to-railway transport shift reached over 20 million tonnes. Meanwhile, the company has established an integrated operation and management system for two-way heavy-haul transportation, increasing the comprehensive utilization efficiency of its self-operated railways and ports by more than 10%. In addition, it has realized large-scale “double-pendulum” operations integrating railways, ports and shipping, forming replicable typical model and advanced experience for railway-port-shipping integrated two-way heavy-haul transportation.
